Ambassador Dobrynin said that Kennedy told him “time was running out” and that he warned there were “hotheads among the generals, and in other places as well, who were spoiling for a fight.” Khrushchev later recalled that Robert Kennedy had warned that “if this situation continues much longer, the President is not sure that the military will not overthrow him and seize power.”
