According to Wikipedia GangStalking as a “Persecutory Delusion” of person who believes people around them are undercover operators or paid operatives who are using Conflict Engagement to harass them by a smear campaign based on staged appearances and phony records, records way out of context or those records altered or forgeries resulting from identity theft (wrongful use of another’s name to accrue a debit to the actual person in actual finances or legal proceedings or evictions.)
“Parades” also known as Mockingbird or Skmmingtons have mockers of a person skit about offensive and abusive Pantamines, they without saying so act like vulnerable minors who are being exploited in my case and others in the Staking crew will call out the alleged skitted plot with laughs, ambiguous statements etc.,
As a person places a minor in my vicinity posed exploitively a THRID Stalker of me in the same parade will cackle about how glad I am at a vulnerable minor and perhaps another will shout at me how much I owe for having asked for a minor to be posed near me.
I am both angered, threatened by, and distracted by the noise actors surrounding me. I am no paranoid that KOMPROMAT has been staged and will be believed, and that in some ex parte way, the smear is going to stick as others work to back up the pseudo truth.
What is skitted out is designed to result in conflict or distraction from the actual intended use of a facilitiy like a library and thus is called Rough Noise, provocative, distracting, abusive and often threating by veiled threats conduct from strangers that menace the presence of a Stalk victim in a library, etc.,
This has happened to me Edward Paul Donegan in housing, library usage, and other activities by Espionage Actors (State actors such as police or fire or assets of the City, State, or Federal Government) to stage events and false flags and gain the cooperation of required personnel and assets, often asserting the false flags are either practice exercises or allowing known predators a chance at “bait.”
The use of Identity Theft (Dopples that WILL engage in wrongdoing) to assert wrongdoing by the actual person often would not hold up to scrutiny if the person being impersonated by a dopple did not look guilty or if the real person was confronted at the scene rather than the dopple confronted by his or her compatriots away from the scene and away from the real person.
Those who believe they are victims of Gang Stalk including Dopples creating Disinformation about themselves report that they believe the motivation for the gang stalking is to disrupt every part of their lives with smear campaigns and fabricated evidence to incite retaliation and ostracism.
The Gang Stalk system of paid actors operation creates and reinforces doubt about a Stalk Victim rather than resolves it. Gangstalks have been called false flags, smear campaigns, sham investigations or wrongful accusations that are politically motivated by high ranking espionage agencies who fear those who had already been harmed and thus have in interest in assertion about corrupt government officials.
Many witnesses or material witnesses (having some connection other than a direct witness to the event by eyesight) to the JFK assassination have been assassinated or died mysteriously.
I assert Mockingbird (discrediting members of society) is the CIA FBI NSA system of self-defense as the elites of government including Nixon, Bush, and puppets the CIA created with the Windsors in Seatle Washington 1962 as future Great Brittian leaning cabal cover their tracks in the assassination of the Kennedy’s and others, and the Donegan family history is being wiped out as the family dies out and is discredited, I am the last one.

Constant breakins, theft, subversion, etc., wipe it out going back to Arlington Virginia 2099 and before that and it seems as I hit on writing about current officials, CIA and FBI and DHS, or the Kings Speech story, the attacks increase including via armed thugs.

Retaliating against a witness, victim, or an informant is the statutes section on attacking witness to a crime as Obstruction of Justice at least and likely conspiracy towards the original crime, the takeover of the US Government by assassination.
Zersetzung (Decomposition of Targeted person’s life by hidden hands)
By the 1970s, the Stasi had decided that the methods of overt persecution that had been employed up to that time, such as arrest and torture, were too crude and obvious. Such forms of oppression were drawing significant international condemnation..
The Stasi perfected the technique of psychological harassment of perceived enemies known as Zersetzung a term borrowed from chemistry which literally means “decomposition”.
…the Stasi often used a method which was really diabolic. It was called Zersetzung, and it’s described in another guideline. The word is difficult to translate because it means originally “biodegradation”. But actually, it’s a quite accurate description. The goal was to destroy secretly the self-confidence of people, pscyhiatricly drive them into fights or violent emotions, for example by damaging their reputation, by organizing failures in their work, and by destroying their personal relationships. Considering this, East Germany was a very modern dictatorship. The Stasi didn’t try to arrest every dissident. It preferred to paralyze them, and it could do so because it had access to so much personal information and to so many institutions.
Tactics employed under Zersetzung usually involved the disruption of the victim’s private or family life. This often included psychological attacks, such as breaking into their home and subtly manipulating the contents, in a form of gaslighting i.e. moving furniture around, altering the timing of an alarm, removing pictures from walls, or replacing one variety of tea with another etc.
Other practices included property damage, sabotage of cars, travel bans, career sabotage, administering purposely incorrect medical treatment, smear campaigns which could include sending falsified, compromising photos or documents to the victim’s family, denunciation, provocation, psychological warfare, psychological subversion, wiretapping, bugging, mysterious phone calls or unnecessary deliveries, even including sending a vibrator to a target’s wife. Increasing degrees of unemployment and social isolation could and frequently did occur due to the negative psychological, physical, and social ramifications of being targeted.
Usually, victims had no idea that the Stasi were responsible. Many thought that they were losing their minds, and mental breakdowns and suicide were sometimes the result. There is on-going debate as to the extent, if at all, that weaponised directed energy devices, such as X-ray transmitters, were also used against victims.

COINTELPRO, FBI Counterintelligence, Covert Operations, Black Bag Jobs, Church Committee
In the late sixties and early seventies, more than a thousand political organizations were
watchlisted. At least 10,000 American homes were burglarized by the FBI in illegal “black bag
jobs” for the purpose of political intelligence gathering.
In 1971, only 1% of the paper collected by the FBI had anything to do with organized crime, and 2/3 was devoted to political monitoring and supression of political activities. The FBI carried out 500,000 investigations on so-called subversives from 1960 to 1974, without a single court conviction.
The art of Stalking as harassment is to keep ambiguous resolutions from being directly resolved and in the total evidence with all the stakeholders present, something missing in things like pretrial grand juries or undisclosed investigations (ex parte proceedings, the accused not part of the proceedings.)
Noisy investigations are used by the Church of Scientology to intimidate, harass, and attack their enemies. The Church used to openly label such people as Fair Game. The goal of a noisy investigation may not be to find out anything, but to harass the person being investigated. The procedure is to contact friends, neighbors, co-workers, etc. and inform them that they are investigating crimes by the targeted individual.
A 1966 Hubbard Communications Office Executive Letter entitled “How to do a NOISY Investigation” described the practice as:
You find out where he or she works or worked, doctor, dentist, friends, neighbours, anyone, and ‘phone ’em up and say, ‘I am investigating Mr/Mrs ………. for criminal activities as he/she has been trying to prevent Man’s freedom and is restricting my religious freedom and that of my friends and children, etc’.
The investigation may also be undertaken by hired detectives and include activities by paid or politically motivated actors to act out in a abuive way (including while throwing punches “How dare you do that!” to a Stalk Victim, flash headlights, set of fire alarms or sprinklers, or things that amount to running fingernails across chalkboards or having children shout at the top of their lungs.
Bullying acts that are vauge adhomiin fight picking might occur twenty to thirty times a day in Rough Noise (strangers saying I DON’T WANT PEOPLE LIKE YOU AROUND ME while a stalk victims asks Why? The response was or is “I WAS TALKING ON MY PHONE NOT TO YOU SO GET AWAY FROM ME.

Former FBI official Ted Gunderson confirms what thousands of victims have long known: an evil U.S. shadow government is conducting a covert, taxpayer-funded genocidal purge of American society — while Congress and an apparently entrained Obama administration sleep.
Author’s note: Former FBI official Ted Gunderson died of cancer on July 31, 2011. Was his illness induced by silent electromagnetic assault or by other nefarious means? We will never know — and that’s just the way certain entities want it.
A former senior official of the Federal Bureau of Investigation says “rogue” military intelligence and law enforcement units of the federal government oversee a nationwide network of community-based “gang stalking” harassment, intimidation and domestic terrorism directed at thousands of U.S. citizens who have been extrajudicially targeted as “dissidents” or undesirables.
Ted Gunderson, 82, who has served as the special agent in charge of the FBI’s Los Angeles, Memphis and Dallas field offices, has stated in a series of public speaking appearances that he is now targeted by these same elements, and fears for his life and for the safety of his family. He reports that the windows of his home have been shot out, and he believes he has been poisoned and physically sickened by those seeking to silence him.
Since his retirement from the FBI in the 1979, Gunderson has been a Southern California- based private investigator. He is most noted for his defense work on the murder case involving former Army physician Dr. Jeffrey MacDonald.
The ex-FBI official’s comments represent the most compelling testimony to date indicating that “black operations” of the federal government are dedicated to waging a covert war of terror and persecution targeting American citizens.
“Based on my thirty years’ experience and research, I have determined there are thousands of victims who have been targeted by an illegal U.S. government rogue criminal enterprise — military intelligence, probably, tied into CIA and FBI and so forth — that is active 24 hours a day throughout the United States,” Gunderson stated in an October 2008 speech posted last fall on YouTube.

“It is far too extensive to be controlled by private enterprise,” Gunderson said. “I believe this well organized and sophisticated operation has a central command located somewhere in the United States, with multiple satellite offices scattered throughout the country.”
Said Gunderson:
“It appears those who administer the program can call any location in the United States for surveillance, a telephone tap, or… harassment directed at a victim, and immediately dispense manpower to the source… This well-greased, covert operation makes the old FBI counterintelligence program (code-named “Cointelpro”) look like a Sunday school class.”

COINTELPRO tactics included discrediting targets through psychological warfare, planting false reports in the media, smearing through forged letters, harassment, wrongful imprisonment, extralegal violence and assassination. Covert operations under COINTELPRO took place between 1956 and 1971, however the U.S. Government has used covert operations against domestic political groups since its inception and continues to this day.

Agents at the Federal Bureau of Investigation have a history of illegal break-ins to homes and offices and conducting wiretaps without a search warrant. In the years when J. Edgar Hoover was the Director of the F.B.I., these warrantless break-ins came to be known as “black-bag jobs”[breakings to steal computers, books, money, wallets, or plant evidence or engage in vandalize or plant bugs to blackmail.]
This archive edition of Radio Curious is a December 1995 interview with Wesley Swearingen a former F.B.I. agent, who in 1995 wrote “FBI Secrets: An Agent’s Expose.” His book describes some of the “black-bag” warrantless searches in which he was involved and his opinion of those activities. He ends his book by saying that the Hoover era will continue to haunt the F.B.I. because Hoover knowingly undermined the United States Constitution. When I spoke with Wesley Swearingen, I asked him what he meant by that.

I can tell you this. Tom Dunham and I have both noted teens sexualized near us making us appear to be tied into the exploitation of teens.
The same responses he got to reporting abnormal activity of teens happened to me at Fajitavil and North Beach Corpus Christi and Ro Fitness and the public doc at Colorado River.
Teens were acting irregularly as adult women moved other adult women away from me in a whispering campaign at the beach.
Teens trying to show off and accentuate buttocks move tight yoga pants in front of me, early teens. I commented to the women with them and who moved the adult women from near me that the sight of this was ridiculous and activity near me was our of my control.
She (the adult woman) responded to me “Yes they sure do dress sexy at this age!” to which I responded “Frankly my dear I don’t give a damn.”
At Fajitaville the person with public mike made references a hinting a predator was near (hinting it was me.) Same happed at the sandwich shop near Ro Fitness a guitar singer.
The technique is Smear rather than Clear. I assert the context of what I was doing was changed by the people around me changing. To totality of it if rationally portrayed and documented clears me. But the intent was to smear me and perpetuate that smear at the location and transmit the smear at other locations to.
Further as being explicit conduct (sexualized behavior) and abusive and Rough Noise as to its being done creating hostile environment even if tolerated by the smeared person is still abusive to the smeared person, often creating distracting emotions.
Ship traffic along the Jersey Shore brings increased noise into the underwater environment for whales, dolphins and other marine animals. Unnatural noises interrupt communication, disrupting migration, communication, foraging, and reproduction patterns for many marine animals.
Rough Noise can be inflammatory. It is just a matter of tastes in who is around. Abusiveness on racial, sexual, religious, or other stalking matters of instills psychological pain and even panic into the staked.
Paid-for allegations, paid actors, and a Protection Racket
The first layer of this from an operational standpoint is BOTH Extortion AND Blackmail in an Racketeering system of events.
The Extortion piece is that wherever I need to go (have no alternative location free of the unwanted activity) I Force-Teamed with coaching I do not need and did not intend to or did not sign up for and this unwanted coaching simply act alongside me with what I already doing and thus sharing in what I am doing as teamwork when I did not have or want team members.
The Forced-Team with frauds surrounding me allows via deceitful appearances created by people moving into proximity my connection to those “services” that literally I cannot move away from since the follow me, often getting in front of me being faster than me thus force-teaming me a one of their followers.
Among those I am forced-teamed with are minor females feigning being my victims as “my teen pornography.”
That is Racketeering creating harmed minors as “gambits” used to create a restitution claim against me. A fake restitution claim from behavioral health care is welfare fraud, and using a “slammed” fraudulently positioned layer of money laundering via social services organization is money laundering.
The premise of Money Laundering often involves confusion between accounts in spread sheets such that in dubious moves the spread sheet looks right but is fraudulent.
Identity Theft is how the spread sheet looks right but is wrong. In impersonator of me will acknowledge while in my identity that he has harmed that minor, and then be blackmailed by police to Pay Up or Be Arrested and that scenario under a variety of conditions is police abuse of private citizen and illegal.
IT is facially illegal as is and also as based on identity theft.
So a system of racketeering based Extortion, Money Laundering, Identity Theft, Police Brutality, already exist as a way to shake down my conservator in the Grand Parent scheme as welfare fraud.
The law are more tied to motivation as well. The system uses (and actually funds) false allegations of me and those allegations are about toxifying my use of housing, the gym, and library and home office, and break-ins, black bag jobs, obstruction of justice in modifying wills, staging crime scenes as a basir for restitution fraud, creation of a Labor Racket to protect those not in danger are a RACKET that in effects funds my expulsion from gym, housing, and library.
Part of the Racket allows those who team with my rare skills to advance with those skill and fund themselves and gain access to me feigning I a injuring others.
My following numerically on social media is limited and I have no influential social contacts.
I assert as a potential witness to the JFK assassination the destruction of my life by toxifying my presence in locations I go to and need are suppressing the creation, reach, and credibility of my voice and leaving me in endangering homelessness.
Another harm to me is feigned (or real) anger from people who pretend (or do) believe I have harmed a child then assault or batter me under the pretext that I did.
Finally there is Conspiracy Against the Due Process right as many as a part of the crime profit from the crime while protecting the crime from the scrutiny evasively.

That is not a mere conspiracy element to hide wrongdoing in ambiguity.
Very generally Conspiracy is actions toward a crime outside of the contact with the object of the crime. If Subjects contemplate and prepare for harm to an Object it is argued they are only abstractly in a consideration of the crime phase and no crime has occurred. At first contact with the Object of the crime by the Subjects then crime has occurred and both conspiracy and crime have occurred.
Being vague with the object (target) of the crime is an act of crime.
